Following enactment of the Police Reform and Social Responsibility Act 2011 (the Act), the election of the first Police and Crime Commissioners (PCCs/commissioners) took place in 41 police force areas in England and Wales in November 2012.
In April 2023, the Commissioner in Cumbria become the Police, Fire and Crime Commissioner following the transfer of responsibility for Cumbria Fire & Rescue Service's (CFRS) governance to the Office of the Police and Crime Commissioner.
Cumbria's current Police, Fire and Crime Commissioner is David Allen. He has responsibility for the way policing and the Fire and Rescue service is delivered in the county and holds the Chief Constable and Chief Fire Officer to account for running the two services. He decides how funding related to policing and crime reduction is allocated, and, in consultation with the Chief Constable, sets the strategic direction and objectives of the force through their Police and Crime Plan. In addition, he sets the priorities for the Fire and Rescue service which is condensed into a Fire Plan and delegated to the Chief Fire Officer who decides how these priorities are achieved operationally.
The Cumbria Police, Fire and Crime Panel (PFCP) has been established to scrutinise and support the work of the Commissioner and is one of the key checks and balances in relation to monitoring their performance. (The PFCP is not there to scrutinise the Chief Constable or Chief Fire Officer). The Commissioner is required to consult with the PFCP on his or her plans and budget for policing and the Fire and Rescue service, as well as the council tax precept and certain key appointments.
Westmorland and Furness Council is the host local authority for the PFCP and provides administrative and other support to the panel and its members.
